It's only a question of when we'll hit Stage 4. My bet would be during the 2030s. Though, it's possible that the elites delay the chaos for a few more years. 2050 at the latest. America has, at most, three decades left. Soon, North America, Europe, Africa, and Asia will erupt in multiple wars. The total body count will be over 200 million dead. This will be the most catastrophic event of the 21st century.
