Government waste

Canada legalized recreational marijuana on October 17. However, the largest province hasn't set up its retail stores. So, the residents of Ontario have to order online. A guy placed one order in which he would get sixteen different strains.

The government bureaucracy decided to mail him his order in sixteen boxes. Note that most of the packages had one gram of marijuana in them!
