Athena provides commentary on the planned attack by Al Qaeda in 2002:

Khalid Sheikh Muhammad, who masterminded the 9/11 attacks, planned this LA operation as a followup to 9/11, at a time when the US populace was still reeling from the devastation in New York City and Washington, DC. Knowing that Arab males would receive high scrutiny within our borders, he planned for this attack to involve Southeast Asian males, working with the al-Qaida-linked Jemaah Islamiyah operational planner Riduan Isamudin, aka Hambali, to obtain the necessary operatives.
